Annual Performance Measures
The Facilities Division's purpose is to secure facilities that provide a functional work environment for state employees. To meet this goal, the division works collaboratively with customers to competitively deliver services. Key services include:
- Building operations and maintenance
- Leasing and land sales/acquisitions

- Statewide facilities program management and resource conservation

Administration Section
The administration office is comprised of the Facilities Administrator and Deputy Administrator who oversee all Facilities staff. The Administration Manager, oversees two office staff. The two office staff answer the main division phone, process mail, receive and pay bills, and perform countless other tasks. Manager: Pam Branczek
Operations and Maintenance Section
O&M services include Custodial, HVAC, Electrical, Maintenance, Building Security, Landscape, Project Management, Purchasing & Contract Services, and Administration. They operate and maintain about 3,800,000 gross square feet of space in 56 buildings and over 100 acres of landscape located in Salem, Portland, Eugene, Pendleton, Central Point, and Burns. Most of the buildings are owned by DAS, but they also manage several service agreements to maintain buildings for other agencies. Intermim Manager: Randy Gengler
Parking & Commuting Section
This section manages nearly 5,000 parking spaces in more than 30 parking lots and structures for the general public and state employees. Employees may purchase monthly parking through pre-tax payroll deductions. The Program offers free bus passes and Smart Commuter permits for Salem-area employees. Parking issue citations as needed, and provides information to the public, city enforcement officers, and state employees about parking and travel to and from state buildings. Manager: Odie Vogel
Planning and Construction Management Section
This section's services include project management, from design through construction, and space planning. They manage projects for DAS buildings and other agencies. The projects range in dollar value from below $500,000 for capital improvements, such as small restorations or space modifications, to $20,000,000 or more for capital construction, such as a new building.

Leasing Section
This section handles lease property transactions for state agencies. The leasing staff searches for space, negotiates, and prepares contracts for over 600 leases accounting for more than 4.3 million square feet of office space statewide. Manager: Nancy Brown
Statewide Property Management Section
This section works with other agencies on projects and programs, develops and revises division policies and rules, and maintains the statewide facilities database of building conditions. It also coordinates sustainability efforts for the Division and manages the resource conservation program for DAS and statewide recycling. They coordinate the Capital Projects Advisory Board and Public Lands Advisory Committee, which are public groups that review large state agency leases and projects. They also review land and facilities holdings of state agencies, and advise the DAS Director on future planning efforts. The transaction staff manage project sales and purchases requiring DAS approval and coordinate the statewide program for notification of surplus property for all state agencies.
