Regular CE Reporting Period Every Two Years, Legend Drugs and Devices Every Four Years
Currently, direct entry midwives renew bi-annually and report either 30 or 45 regular continuing education hours every two years depending on the rollout plan from October 1, 2008.
Following administrative rulemaking , the reporting period for the required 12.5 hours of legend drugs and devices (LDD) training has been extended to every four years effective April 1, 2009.
There is no proration for LDD continuing education.
The following outlines changes to the continuing education roll-out plan, including the proration of hours:
- If regular 45 continuing education hours are due in 2008, then 12.5 LDD are due in 2008.
- If regular 45 continuing education hours are due in 2009, then 12.5 LDD are due in 2011.
- If regular 45 continuing education hours are due in 2010, then 12.5 LDD are due in 2010.
- If regular continuing education hours are due in 2011, then 12.5 LDD are due in 2011.
- If 60 regular continuing education hours are due in 2011 with an extended year (45 hours for 2010 and 15 hours from 2010 to 2011), then 12.5 LDD are due in 2011.

Continuing education includes attendance or participation at an instructional program presented, recognized, or under the auspices of any approved permanently organized institution or professional organization or association.
- Attendance at lectures, post-secondary school or postgraduate courses, scientific sessions at conventions, courses offered by an approved association or licensed/accredited school, classes or courses offered through an institution such as the American Red Cross, hospitals, health care clinics, correspondence courses or internet courses.
- Continuing education relating to subject matter listed above may be also be obtained through research or teaching (provided that no more than half the required hours be in teaching).
- Up to nine clock hours of continuing education relating to subject matter listed above may be completed through self-study and documented on forms provided by the agency.

| Continuing Education Approval |

To obtain pre-approval of continuing education courses or programs please submit the following information and documentation:
- Name of sponsoring institution/association or organization
- Title of presentation and description of content
- Name of instructor or presenter
- Date of attendance and duration in hours (various dates and locations allowed)
- Course agenda
After continuing education offerings have been reviewed and approved, OHLA sends an approval letter that indicates the number of continuing education hours approved. The course is then posted to the OHLA Web site as a resource for licensees.
Legend Drugs & Devices
The Basic Program and the Renewal Program must be taught by a MEAC-accredited or pre-accredited school, the Oregon Midwifery Council or by an organization authorized to provide continuing education.
For review and approval of both the the Basic Program (40 hours completed prior to licensure) or Renewal Program (12.5 hours every two years) program approved please provide the following information to OHLA:
- Basic Program Curriculum Objective (OAR 332-015-0070) includes of total of 40 clock hours in pharmacology, administration of medications through injections, treatment of shock, resuscitation, and suturing.
Basic Legend Drugs & Devices Curriculum (PDF)
- Renewal Program Curriculum Objective (OAR 332-020-0010) includes 12.5 clock hours pertaining to current information on approved drugs, administration procedures, treatment of shock including IV therapy, maternal and neonatal resuscitation and suturing. Education must consist of theory, hands on practice, and skills testing for competency assurance.

After programs have been reviewed and approved, OHLA sends an approval letter which includes the official transcript for verification of student completion of the curriculum and an authorized representative form. The authorized representative form must be returned and include a list of representatives who are authorized couriers / signers of official transcripts.

| Self-Attestation, Audits |
|
Licensees must attest, or declare, they have met continuing education requirements upon license renewal and are subject to periodic audits specified in OAR 332-020-0015.
Applicants for license renewal must submit the completed renewal form, with their signature affixed as attestation to completion of required continuing education hours. Documentation of continuing education hours earned must be provided to the agency only when selected for audit.
OHLA will audit a select percentage of licenses determined by the Board to verify compliance with continuing education requirements. Practitioners notified of selection for audit of continuing education attestation must submit to the agency, within 30 calendar days from the date of notification, satisfactory evidence of participation in required continuing education
Documentation of a certificate of completion of attendance at a program or course provided by the sponsor must include:
(a) Name of sponsoring institution/association or organization
(b) Title of presentation and description of content
(c) Name of instructor or presenter
(d) Date of attendance and duration in hours
(e) Course agenda
(f) Official transcript, diploma, certificate, statement or affidavit from the sponsor, attesting to attendance
Documentation verifying completion of all required continuing education shall be accumulated and held by the direct entry midwife for three years following any reporting period, or until notification of audit is received. Continuing education documentation must be available and provided to the agency upon request.
If documentation of continuing education is invalid or incomplete, the licensee must correct the deficiency within 30 calendar days from the date of notice. Failure to correct the deficiency within the prescribed time shall constitute grounds for disciplinary action.
Misrepresentation of continuing education, or failing to meet continuing education requirements or documentation may result in disciplinary action, which may include but is not limited to assessment of a civil penalty and suspension or revocation of the license.

| Additional Requirements |

- Licensees failing to obtain the prescribed number of clock hours and/or complete appropriate continuing education content must reapply and meet requirements listed in OAR 332-015-0030.
- Hours of continuing education that are obtained in "excess" of the minimum requirements will not be carried forward as credit for the subsequent license renewal reporting cycle.
- Continuing education is required for renewal even if the direct entry midwife license has been inactive, revoked or suspended during that period.
- Continuing education is required for renewal every two years even if the direct entry midwife license has been inactive during that period.
